AlexRenew is governed by an Alexandria City Council-appointed five-member citizen board to which Mr. Mark Jinks was appointed in 2022. Mr. Jinks brought 45 years of public service and municipal leadership to AlexRenew, providing thoughtful counsel that helped shape AlexRenew’s approach to serving the Alexandria community.

Mr. Jinks served on the Board during the delivery of the $615 million RiverRenew program, the largest infrastructure project in Alexandria’s history, and a transformative environmental project for the region. He also championed affordability and equitable access to wastewater services, supporting the development and implementation of AlexRenew’s LEAP utility bill assistance program and a rate structure designed to advance fairness and equity for customers. As the Chair of the Finance and Audit Committee, Mr. Jinks guided AlexRenew’s first public bond issuance and the first green bond issuance by a Virginia authority, while advancing greater transparency in the organization’s budgeting and financial reporting processes.

Mr. Jinks consistently approached his duties as a Board member with exceptional preparation, engagement, and professionalism, asking thoughtful questions and offering valuable insights that enhanced Board discussions and organizational decision-making. Through his leadership, dedication, and commitment to public service, Mr. Jinks made lasting contributions to the success of AlexRenew and the advancement of its mission to protect public health and the environment.
