ALEXANDRIA, VA — Governor Abigail Spanberger has appointed AlexRenew General Manager and CEO Justin Carl to the Interstate Commission on the Potomac River Basin (ICPRB). The interstate advisory body works across state lines to protect the waters of the Potomac River Basin and its resources upon which six million people depend. The commission accomplishes this mission through regional cooperation, science, and educational efforts.

“My commitment to the Potomac River Basin’s waterways and communities has shaped my work for the last twenty years — it’s a mission that I remain passionate about,” Carl said. “I've spent that time moving major infrastructure projects forward — through permitting, financing, competing interests, and engineering constraints. I'm grateful to Governor Spanberger for the opportunity to bring that experience to the Commonwealth.”

Justin has led more than $2.6 billion in planning, design, procurement, and construction of water-focused infrastructure projects in the region. Before joining AlexRenew in 2023, he oversaw critical portions of combined sewer programs in the District of Columbia and was the Program Manager for RiverRenew — the largest infrastructure project in the history of Alexandria — designed to prevent millions of gallons of combined sewage from reaching the Potomac River.

Justin’s appointment to ICPRB will serve as a natural extension of his lifelong commitment to the health of our region’s waterways as he continues to lead AlexRenew. The Authority’s team of 140 highly skilled wastewater professionals keep critical infrastructure running — protecting public health, advancing environmental and sustainability goals, and delivering dependable service without losing sight of affordability.
