AlexRenew Board Member John Hill presented the award to Bailey on behalf of the Ellen Pickering Award Selection Committee, which included Hill, Yanique Revers with the City of Alexandria’s EPC, and Frances Pickering, representing the family of Ellen Pickering.

Alexandria Councilman John Chapman joined Hill in announcing this year’s award recipient and spoke about Ellen Pickering’s legacy and importance of acknowledging Alexandria citizens and organizations who help the City by advocating for responsible environmental policy and planning.

Russ Bailey was recognized for his decades long commitment to restoring and protecting Alexandria’s natural environment. His work spans multiple parks and ecosystems, where he has led long‑term invasive removal, native plant restoration, and tree canopy expansion efforts. At Beverley Park, his five‑year systematic removal of invasive species has fully restored the park’s natural seed bank, allowing native hardwoods and understory plants to return and wildlife indicators—such as fireflies—to reappear. At Monticello Park, a critical migratory bird stopover, he has organized recurring volunteer projects and partnered with the Northern Virginia Bird Alliance to strengthen habitat on both public and adjacent private land.

Bailey’s leadership has also had a citywide impact through his work with Tree Stewards, the Alexandria Beautification Commission, Northern Virginia Bird Alliance, North Ridge Citizen’s Association and other civic associations. He has helped organize major tree‑planting initiatives across Alexandria, including one of the City’s first large‑scale plantings of public trees on private property to advance tree equity goals. His efforts have expanded canopy coverage in neighborhoods with limited public land and created new models for public‑private environmental collaboration.

One of Bailey’s most consequential contributions was his role in reshaping the proposed Taylor Run stream reconstruction. Through a multi‑year, volunteer‑driven water quality monitoring project and nearly thirty public education walks, he helped demonstrate that the original plan would cause significant ecological harm with little environmental benefit. As co‑chair of the City’s consensus‑building group, he helped guide a collaborative process that resulted in a dramatically reduced project scope—protecting wetlands, preserving mature forest, and earning unanimous City Council approval.

Across all of his work, Russ Bailey is distinguished by his ability to mobilize volunteers, engage youth groups, build partnerships among government agencies and nonprofits, and translate scientific analysis into practical action. His sustained leadership has strengthened Alexandria’s natural resources, expanded community stewardship, and created lasting environmental benefits for residents and wildlife alike.

Established in 2009 by the City of Alexandria’s Environmental Policy Commission and AlexRenew, the Ellen Pickering Environmental Excellence Award honors individuals and organizations in Alexandria who demonstrate outstanding commitment to environmental stewardship and the protection of local natural resources. The award commemorates the legacy of Ellen Pickering and her lifelong dedication to preservation and conservation in the city.
