The purpose of this solicitation is to obtain proposals from qualified entities (Respondents) to provide wastewater resident engineering and inspection (RE&I) services to the City of Alexandria, Virginia Sanitation Authority dba Alexandria Renew Enterprises (AlexRenew) on the Capital Improvements Program (CIP) projects, including but not limited to its RiverRenew Program projects. It is anticipated that the successful Respondent will enter into a professional services contract (Contract) with AlexRenew. This solicitation is being conducted as a competitive negotiation for professional services, in accordance with Virginia Code § 2.2-4302.2.
Any entities currently participating in the capacity of Owner’s Advisor for the RiverRenew Program are precluded from participating in this procurement. Due to engagements with AlexRenew related to the RiverRenew Program, the following entities are deemed to have a conflict, which prevents such entities from submitting proposals in response to this solicitation: Brown and Caldwell, JCK Underground, GEI Consultants, Aldea Services LLC, InterAgency, Inc., West Cary Group, IPS, Applied Science, Wetland Studies and Solutions, Inc./Davey, R2O Consulting, Capital Project Strategies, and Dewberry.
Additionally, because the following entities are currently participating in the capacity of the Preliminary and/or Final Designer for the projects anticipated to be managed by this Contract, they are precluded from submitting proposals in response to this solicitation: Jacobs Engineering Group and HDR, Inc.
Respondents are also notified that the successful Respondent (Wastewater Services RE&I) may be precluded from participating in future AlexRenew procurements for design services on future capital projects bid during this Contract if AlexRenew determines, in its sole discretion, that the Wastewater Services RE&I’s participation would create an unacceptable conflict of interest.
It is anticipated that the Contract will be managed by AlexRenew and its Owner’s Advisor as outlined in the organizational chart shown as Figure 1. In addition to procuring a Wastewater Services RE&I, AlexRenew also intends, at a later time, to procure an entity (Tunnel RE&I) to provide RE&I services associated with the tunnel system component of the RiverRenew Program. AlexRenew and the Owner’s Advisor will be providing broad, overall, construction management oversight and support of the RiverRenew Program. This support includes but is not limited to: (a) development and implementation of the RiverRenew Program-wide Construction Management Plan (CMP) and Construction Management and Information System (CMIS); (b) cost estimating and scheduling; and (c) leading community outreach. While AlexRenew and/or the Owner’s Advisor will provide such construction management oversight and support, the Wastewater Services RE&I and Tunnel RE&I shall have lead responsibility for the administration of the construction/design-build contracts that cover their respective projects, as part of the RiverRenew Program or under the CIP as assigned.
